This letter is obviously a hoax whose Xenophobia is not even hidden.
The Toronto Star before yesterday published this letter before yesterday (September 5, 2006). The next day (September 6, 2006), after having done their mea culpa and their work as journalists, the Star posted an apology and unequivocal condemnation of this letter.
